Two things on this...
First, most locals are all spot beamed to a specific area.If your not in the footprint for that spot beam, you won't get reception. Second, If your service does not have them open, you won't get them on your box.Just the scrambled message. Most services are only offering NY locals which are on a conus beam , broadcast across the country or LA locals which are spot beamed and you have to be in that area to get them.
