i have ceill 129 on a 30" dish with echostar 110 and 119, but my ceill 129 has really low signal and quality, roughly 50-60 for both, if i were to put ceill 129 on the 30" dish alone would that make my signal go up or would it stay the same??

That would definitely help as you can tweak in your dish for 129W without messing up the other 2 sats. You'll need to have S&Q around 80% or higher
